Rule Packs

Per-pack pages are generated by scripts/generate_rule_pack_docs.py walking src/fathom/rule_packs/ and emitting rule tables, module mappings, and coverage matrices.

Currently shipped: OWASP Agentic, SSVC, NIST 800-53, HIPAA, CMMC.
